SHORT TERM CONSULTANCY
Review of the current Community Education Training Centre training
programme in the light of the Centre's revised roles within the Human
Development Programme (HDP).

1.           Purpose
=20
The purpose of this consultancy is to review the current Community
Education Training Centre training programme in the light of the
Centre's revised roles within the Human Development Programme (HDP). The
consultancy is expected to identify best practice community development
approaches and recommend how these can be incorporated into the Centre's
training programmes  and modes of delivery in line with the HDP current
strategic plan.

2.           Background

The Secretariat of the Pacific Community (SPC) is an international
organisation that provides technical and policy advice and assistance,
training, and research services to its Pacific Island members. It works
in a wide range of sectors, including natural resources (agriculture,
fisheries and forestry), health, statistics, human development,
information and communication technology and social issues. SPC was
established in 1947. It has 26 member countries and territories, and its
working languages are English and French. The organisation has been
expanding rapidly, and it now has approximately 350 staff and a total
annual budget of XPF 4.9 billion (approximately USD 60 million).

SPC's headquarters are in Noumea, New Caledonia. It also has regional
offices in Suva, Fiji Islands and in Pohnpei, Federated States of
Micronesia. SPC has gained a reputation for providing 'real solutions to
real problems' in the Pacific (SPC Corporate Review, 2005). The
organisation strives to maintain professionalism, integrity and
pragmatism in delivering its services.

Formed in 1963, the Community Education Training Centre (CETC) has
trained women from around the Pacific Islands region as community
workers and leaders to help improve the wellbeing of their communities.
Past graduates have gone on to assume leadership roles in their home
countries, with many holding positions of influence in government and
the community. In 2007, CETC became part of SPC's Human Development
Programme (HDP). HDP's Strategic Plan for 2008-2012 has as a major
objective building national-level capacity to respond to human and
social development needs, and the plan calls for CETC to develop into a
regional community development training centre of excellence while
continue to develop and strengthen the delivery of its services at
national level. =20

Ongoing SPC wide developments could impact on this new vision for the
CETC role.  These include the contribution of CETC and its coordinator
in developing and managing the work of the PATVET Secretariat; the
merger of the South Board of Educational Assessment into SPC as part of
the Regional Integration Framework initiative; the hosting of the
Regional Volunteer Scheme Regional Office by SPC/CETC; the new SPC TVET
programme, and the hosting of the Pacific Youth Council Secretariat by

3.           Scope of Services
=20
The study will comprise three phases, viz. collection of data and desk
review, analysis of the data collected, and production of a detailed
report on the findings and recommendations.

Collection of Data and Desk Review
=20
The consultant will visit CETC and SPC offices in Suva. Activities will
include, but not necessarily be limited to:
=20
*     Review of HDP's Strategic Plan for 2008-2012 and CETC's 2008 Work
Plan;
*     Face-to-face interviews with key CETC and HDP personnel, and a
cross-section of other SPC staff and external (non-SPC) training
providers, development partners based in Suva such as UNIFEM, AusAID,
PIFS, FSPI etc. so as to ensure an understanding of:
-     Revised and future roles planned for the Centre within HDP;
-     CETC's support for, and training provided by, other SPC
programmes;
-     The role of external training providers;
*     Review of information from:
-     End-of-course assessments by students;
-     Surveys of past graduates;
*     Telephone interviews with a cross-section of past graduates;=20
*     National level capacity and mechanisms to provide CETC type
training;=20
*     Possibly regional/clustering and delivery of refresher courses in
the region - potential host countries identified;=20
*     Desk review of international best practices in community
development training in the developing country context; and=20
*     Review of other related ongoing developments in the SPC that could
impact on the future role of CETC

Analysis of Data

The consultant will analyse the data collected to identify:
=20
*     Areas in which CETC's current training offerings and/or modes of
delivery are perceived by stakeholders to be deficient or insufficient;
*     The scope for addressing such perceived deficiencies within the
confines of the revised roles envisaged for CETC under the HDP strategic
plan;=20
*     Potentially additional or enhanced role in the SPC's proposed
education support programme in the area of technical and vocational
education and training both formal and non-formal.
*     International best practices in community development training
that are relevant to CETC.

Reporting
=20
The consultant will produce a detailed written report that will include:
=20
*     An executive summary that includes an outline of his/her
recommendations;
*     A summary of the data collected;
*     A description of the analysis undertaken;
*     Presentation of the results of the analysis;
*     Discussion of the results; and
*     Recommendations for practical, effective actions to be taken by
CETC, including:
-     Means of addressing any perceived deficiencies in training
offerings and/or modes of delivery;
-     Ways in which CETC's training offerings and/or modes of delivery
may incorporate international best practices in community development
training; and
-     Plan for phased implementation of the changes recommended.

4.           Deliverables
=20
The primary deliverable required is a clear and concise report as
outlined above.

5.           Timing
=20
The consultancy is expected to be conducted during the period of June
2008 and to finish within 4 working weeks.

6.           Required Expertise and Experience
=20
The consultant is expected to have:=20
=20
*     A significant background and professional qualification in adult
learning or associated field (teaching, curriculum development and
evaluation, adult learning management);
*     At least five years of community development-related experience=20
*     Professional working experience and qualifications in the area of
technical and vocational education and training.
*     Demonstrated field experience in a wide range of community best
practices
*     Consulting experience related to the assignment;
*     Demonstrated ability to relate to and interact constructively with
persons from different cultural backgrounds;
*     Prior experience working in the Pacific Islands region; and
*     Excellent oral and written communication skills, including
report-writing skills.

7.           Proposals
=20
Consultants interested in undertaking this assignment should submit a
detailed, costed proposal that addresses the scope of services and other
requirements as outlined above, including a description of their
proposed methodology and work plan, and names and contact details of two
referees. Proposals should be submitted by fax (+679 339 1324) or email
(cetclink@spc.int) and marked to the attention of the Head, Community
Education Training Centre. Email submissions should be sent as an
electronic attachment in Microsoft Word format. The deadline for receipt
of proposals is 3.00 p.m. (Fiji time) 20th June 2008.
